Meet Dr. Allan Villegas, Ph.D. – Group CEO & Co-Founder at Liabify

With more than 15 years of experience in entrepreneurship, venture building, strategy consulting, investment, and innovation, Allan Villegas is a serial entrepreneur and business leader dedicated to building scalable ventures and strengthening entrepreneurial ecosystems. As Group CEO & Co-Founder of Liabify also known as LiaPay, he leads the development of embedded financial solutions designed to empower employees with greater control over their earned income, savings, and investments.

Since beginning his entrepreneurial journey in 2009, Allan has been actively involved in building, launching, and scaling businesses across diverse markets. As a strategy consultant, he contributed to the launch of more than 12 products within the startup Ze Brands, while also mentoring more than 100 startups through incubators across the globe. His experience extends beyond entrepreneurship into investment, advisory, and ecosystem development, including his current role as an Executive Committee Member of the Board of Directors at Qatar Science & Technology Park. Since moving to the Middle East in 2021, he has published books with HEC Paris Doha, delivered conferences, advised government and private-sector organizations, and launched multiple ventures across the region. He was pioneer in establishing an Observatory for Entrepreneurship and leading the creation of initiatives with Qatar Foundation Higher Education for the universities.

Known for his entrepreneurial mindset and ambition to build globally impactful companies, Allan is currently focused on scaling Liabify and its associated employee financial app, LiaPay, across the GCC. The platform provides embedded financial services within HR management systems, enabling employees to access earned wages with zero interest while supporting healthier approaches to earning, saving, and investing. Together, they aim to improve financial wellbeing in the workplace by helping middle income workers gain greater control over their finances. Operating in compliance with UAE regulations, Allan is working toward an ambitious vision of reaching 10 million middle income workers over the next five years. Alongside his entrepreneurial pursuits, his academic research has focused on the role of institutions in developing entrepreneurial ecosystems in Mexico, reflecting his long-standing commitment to understanding and advancing entrepreneurship at both individual and systemic levels.
